I certainly prefer the flexibility of having the open position. Consider being ready to sign a player at 3:30.

Response: "Great, sign him and report the transaction"

Same as one, except with this addition,
Response: "I'll call Kline and tell him we've cut him", hoping that we doesn't find out first from the media.

To me, Scenario 2 is OK; it is part of doing business. However, Scenario 1 is a better way to run the business.

Almost none, true, but if a team carries a third-year player on the PS, they MUST have 53 men on the roster "every day at 4 PM."
