Slater was not #45 because he was active. It is not unusual for all the special teamers to be active.

That makes no sense. They put the best 45 on the field. They aren't going to sit someone on the sidelines and put a lesser player on the field. That's illogical.
 
Where did you get a spot for Redd? I think that we will carry nine linebackers. So you have 10?

We reasonably differ on WR/ST. I choose Aiken. You choose Ventrone.

We agree on Ciurciu as our Izzo ILB/DT.

You choose Slater as a DB, which he is aweful at. I choose Tank Williams who you don't even consider. We have nine defensive backs without this ST position.

Also, there could be one or two more of these “final roster spots” if we don’t carry a 3rd QB and/or a 5th RB.

There could be one less roster spot available if we choose to carry seven defensive linemen and/or a 10th offensive lineman. There would only be one spot available for special teamers if we carried both seven DL’s and ten OL’s. Finally, all spots could be gone of we carry 7 DL's, 10 OL's and Tate is ready for Game 1.

I had a different version of this Roster projection with 5 positions on ST. Not sure you had BJGE on the roster.

Redd has been relegated to scout team during OTA's. Thomas has been used as a FB/HB. TE's may play a bigger role in ST's with the rule changes on KO returns. Could they keep 4?

I omitted Williams because I am not sure what he has left. He is really a Hybrid LB.

Ventrone has been missing from OTA's ... wonder if he is recovered from the concussions that he suffered at the end of the season?

Bottom line that we can agree on ... last 4 or 5 spots are going to be a real dogfight.
 
What you seem not to understand is that we do NOT necessarily put the best 45 on the active squad. For example if NONE of our best 45 were tight ends, would would suit up no tight ends. No, of course not. It is perfectly reasonable for the top gunner (or other special team player) to be as lesser althlete or player than say a #5 WR who is inactive. Izzo wan't active because he was one of our top 45.

Izzo was amongst the leaders in special teams tackles. And yes, he was amongst the top 45. Because the Pats carry several players who are primarily special teamers.
