He lied. He made a serious accusation without any evidence to support his claim, despite all sorts of avenues available which might have picked up such evidence had it happened. Call it whichever you prefer.

IMO, if Garrett didn't retaliate (wrongfully), Rudolph would have been suspended. Why wan't he?
It is not a suspendible offense to try to tear off a player's helmet.
Players are suspended for actions, not for a guess at intent, other than for being generally aware of weather-induced football depressurization
