Bradley refused to say who shot him and press charges because his buddy was Hernandez. Bradley tried to cover for Hernandez saying the gun went off accidentally. The police do not seek charges in these cases.

A Palm Beach County police report obtained by NBC News said that the case became inactive after Bradley refused to cooperate with emergency officials, telling them he didn’t know who shot him.
“En route to the hospital while the Palm Beach County Fire Rescue was treating the victim, I attempted asking him several times if he knew who did this to him and he stated, 'No,'” thereport says. He did, however, deny that the wounds were self-inflicted.
Appaently, that is thug talk for Aaron Hernandez shot me and was by accident so don't press charges. But you are right, when the police have no idea who the shooter is, they typically don't press charges.
And where is these articles you read that they had the slug and it was linked to Hernandez? Until last week, the police in FL thought he was shot by an unknown assailant and the case was inactive.

Bradley's attorneys allege Hernandez, who attended the University of Florida from 2007-2009, was not legally licensed to carry the firearm, which they claim he pointed at Bradley sometime after the two men and two others left Tootsie's, a strip club in Miami where they allege the two had an argument.
"We don't know whether it was accidental or deliberate," Jaroslawicz said when asked how and why the gun was allegedly discharged. "If we get to take Mr. Hernandez's testimony, perhaps he will tell us he accidentally pulled the trigger or maybe he did it on purpose."

So, he covered for him because he knew it was an accident, but is now suing Hernandez to find out if it was by accident or deliberate.
And even if it was accidental, the police would investigate. Hernandez would be guilty of a crime since he most likely does not have a permit to carry in Florida. And if the gun was not legally his, he could b in a lot of trouble.
And BTW, the police in FL didn't know Hernandez was linked to the shooting until the press came to them about the lawsuit last week. How would the Patriots know? I don't care what a guy on the radio said.
Lastly, if the FL police had ballistic evidence proving Hernandez shot Bradley, that would be as big or bigger of a story right now as the Lloyd murder. Right now, the media isn't taken it seriously because there is absolutely no evidence it is a convicted felon and apparent liar's word vs. Hernandez.
