Wells chose gauge that made him the most money
Think about it, if Wells chose to believe Walt Anderson's memory about the gauge the investigation would have taken less than a week. Inherent conflict of interest! Then as the scope of the investigation grew to ridiculous monetary values he had to come up with something, do you think a lawyer like him would say "I got nothing, 5 million dollars please"
