Fumbling the ball forward out of bounds through the end zone which gives the other team the ball at their 20 is still by far the worst rule in the NFL. No other rule is even close. You fumble out of bounds on the one inch line, you keep the ball with goal to go. One inch farther and you lose the ball all together and the opposing team gets a touchback.

That rule is bad, too, because it creates too harsh a punishment for fumbling out of the EZ.

The punt rule rewards a team for negative yardage. How can a team possibly get a yardage gain in return for a yardage loss?
