Now we're getting more into a context situation, IMO. For example, just to point to the Bucs/Panthers QBs as my options, is my QB Brady, who's more likely to be able to get the two scores, or is my QB Sam Darnold?

That's definitely a consideration.

One thing with Staley (Chargers coach) is I think he lives and dies by the idea he has the better QB, and he's going to use every opportunity to try to win the game via Herbert, rather than lose the game via his defense. He pretty much always bets on his offense on any decision where there's some merit either way.
