I hate to break this to you. Transactions are due to the league office by 4. That does NOT mean that all transactions are reported to the public by that time. At the time of the cuts to 53, I think that some came in after 8.

To be fair the leaks in this case would come from the agent and would be faster given that not that many transactions happen as during roster cuts.
