Wells report basically says that they can't prove anything, but it's possible they did something, and more probable than not that they did something, but does not really provide much reasoning for why it is probable.

Wells report convicted the Pats. They said it was more probably than not that the Pats deliberately released air and Brady and the locker room attendant knew about it.

I love how the conclusion is based on the fact that the science does not account for the drop, not that there is any evidence that the attendant actually did anything.
