BPA can't work if you're going to religiously observe a numbered ranking system. In other words, if you think you must draft your no 3 ranked player ahead of your no 4 ranked player. BPA only works if you're basing it upon tiers like below:
Tier 1: Carter, Hunter
Tier 2: Jeanty, Graham, Warren, Campbell, Membou, Walker
Tier 3: Green, M Williams, Loveland, McMillan, Golden, Nolen
In this scenario, if anyone from tier 1 is on the board take the prospect that best suits positional and roster value. However, you must take from tier 1
If everyone from tier 1 is off the board, you pick the prospect from tier 2 that best suits your needs. If there are a number of prospects from tier 2 on the board, you can trade down.
If you trade down, you must select from a player from tier 2 before moving on to tier 3.
