An "administrative fee" that, when it comes down to it, Kraft pays to those towns. The market will bear $50 (or whatever it is for a given lot) for parking, so whether or not that fee is there, Kraft would charge $50 (or whatever) for parking. So the fee is coming out of Kraft's pockets.Kraft did not in any way "pay back" the $72M to the state. Any "repayment" was tied to parking in and around the stadium and paid for by Foxboro and surrounding towns. "an administrative fee shall be charged to all parking spaces licensed by the appropriate town within the parking and traffic management zone, which shall be collected by the towns of Sharon, Walpole and Wrentham and the authority and returned to the commonwealth for deposit in the general fund." (source - authorizing legislation).
