Etling is practice squad fodder. Hoyer is definitely the back-up unless the team pulls a trade prior to the season.
I’m surprised that someone even needs to point this out. Hoyer’s job was never in danger, not to mention that he knows the system well. I also believe that he’d cost the team a few bucks if they released him this season.

With all due respect to Hoyer and Etling, does it really matter? If Brady goes down, the season's flushed (Contending for a championship)

With that said, it's obviously Hoyer IMO.

The proper role of the backup QB in NE isn't to play or win games, it's for us to fantasize about all of the first round picks the Pats are going to get when they trade the back up next season. Hoyer doesn't do that.

I heard from someone who's source is a national scout, that Patriots are interested in Davis Webb. The Giants vs Patriots game will be an audition and if he performs well, the patriots will trade for him. Just commenting on what I heard.
While that’s possible, I’d find it hard to believe that David Webb is going to come in at the end of the summer with no experience in the system and no time to learn, and act as our backup QB.

Perhaps they feel as though he can take over the #3 spot and compete for a backup role, next year.
