Do they usually issue fines for this kind of thing? I did not have a big problem with the flag itself but it wasn't like Elliss was intentionally trying to go for the facemask, it seemed incidental. The fine seems kind of silly.

Was the person who grabbed a Patriots facemask (wasn't called a penalty) also issued a fine or does this only happen when a flag is thrown?
