The absence of year "0" means that decades run from the year ending in 1 to the year ending in 0. That's just the reality of the calendar, whether you care what my opinion is or not. What you are doing is what many others do, which is simply defining "decade" as its basic definition, which is a period of 10 years, and starting it in the year of your preference, rather than what would be the correct year based upon the calendar.

Not really. What you're referring to is the 12 year cycle of the Chinese zodiac. Chinese people don't think the 90s spanned from 1990 to 2002. Decades here are meaured just like everywhere else.
