Who thinks they panicked and hired Vrabel because they expected McDaniels to take the job and he took Indianapolis instead.

Other, and much more likely, explanation:
McDaniels took the job with the better QB and a mentor/helper QB who can help with teaching the system, the better draft picks, more than $80m in cap space and an owner who's too busy snorting blow off hookers' asses to interfere with football operations.
In other words, as long as Luck is healthy, which is something he certainly would have looked into, McDaniels took the better job.

Clearly that was the assessment of McDaniels, otherwise he would have taken the TN job that on the surface seemed like a fit for him.
New Titans’ HC Mike Vrabel’s offensive coordinator hire is significant, and....Ohio St. co-offensive coordinator Ryan Day is considering becoming the Titans’ OC, according to league sources.
Ryan Day played under Chip Kelly at New Hampshire, then began his coaching career under him at UNH. Kelly hired Day to be his QB coach in PHI, SF. Seems likely to bring back a lot more Oregon college scheme for Marcus Mariota, if hired.
