Flacco hasn't been good for years, that Super Bowl run was a lifetime ago.
He lost his job to Lamar Jackson who is basically a 50% completion guy, Flacco the past few years is basically Keenum with a better deep ball this isn't even that much of an upgrade.

Given the cap hit I would not be shocked if the Broncos actually got Flacco for free. Maybe even got a draft pick out of it instead of giving up one. Like the Texans/Browns did with Osweiler.
If Elway actually gave the Ravens something for Flacco on a 20m+ contract then he really has lost his marbles.
The Broncos just went from having the worst QB in the division to still having the worst QB in the division with this trade.
Derek Carr: "Hold my beer."

My first reaction was to laugh at Elway's idiocy, but as I think more on it, it's not the dumbest move in the world, provided a few things happen:
1. Flacco is, indeed, himself still.
2. Elway can assemble a team around Flacco good enough to carry him into the playoffs then let him do his thing there.
3. The Broncos invest an early pick in a young QB with upside.
I can't say for sure whether he's an upgrade on Keenum in the regular season.
