I'm leaning more to the thought that the NYJFL* needs to investigate the Bills. They did the same thing with Sammy Watkins earlier this year. There were reports that Shady was "tender" in warmups. Ryan is killing those guys.

If that doesn't lose the locker room, I dunno what does. It just shows either a stupid disregard or callous disregard for the players' health and the team's prospects more than a day out. If you're a Bills player and you've just watched him run McCoy and Watkins into the ground in such stupidly predictable ways that are detrimental to both player and team, how can you trust his judgment in general?
