The spa was the only building in the complex to be evacuated.Correct, the day spa was licensed to conduct business. It's been in business since the 6 years I've been living here. The Florida Department of Health conduct a routine inspection. During that inspection that inspector noted shenanigans going on. Meaning there were visible sings throughout the spa that people were living there.
The owners of the spa didn't go out of there way to cover there tracks.

So your opinion is uninformed and worthless. The operation that is being taken down was in multiple locations in multiple states, with the exploited women being rotated to the different locations. The operation was INTERNATIONAL.

There was a discussion on npr today about this and one of the women was saying that none of the women involved in the massage centers are saying they were coerced. Even the police are saying there is no connection to human trafficking. The sheriff was quoted as saying he believes the clients are the bigger problem in human trafficking than the traffickers themselves which I thought was a very strange take. The woman from the advocacy group said that position would be analogous to blaming the tomato customer for forced labor at the farm.
