Many posters here agree with you that playing 61% of reps is indicative of a WR4/5.He is performing exactly what a WR4/5 should for a team. Play STs, catch a few balls, and play above expectations when needed (which hopefully isn't a lot).

IMO, Hollins started as a #2/3 WR and continues to be that. Douglas, Williams and Chism are very clearly behind Hollins in the depth chart.
