Does Tyler Gaffney Count Against 2014 Salary Cap?

Does anyone know if Tyler Gaffney will count against the 2014 salary cap if they carry him on Injured Reserve for the entire year? His base salary is the league minimum at $420,000 a year, and its my understanding that only the top 51 contracts count towards the cap, so does that still apply if you place a guy on IR during training camp?

I just wanted to confirm, if any of you cap gurus could chime in I'd very much appreciate it!
 
He will count. I'm pretty sure that his 2014 salary will go to 303,000 as that is the split salary amount for a rookie in 2014. Split salary is the amount a player is paid when he is placed on IR. Most draft picks have a split salary provision in their contracts.

The rule of 51 applies to the offseason, not the regular season. If Gaffney is on the team's IR for the regular season, he'll count against the cap.
