They have to clear the two regardless of whether Hughes comes back for Scruggs (although they have a two week roster exemption on activating Brady and Ninkovich, obviously they won't use it on Brady but depending on the health status of Ninkovich, they may not activate him immediately).

i wasnt speaking to cutting Hughes, I just mean Scruggs wont be here long
