A raw QB isn't really about lack of competition. Joe Milton played for Tennessee and he is extremely raw. It's someone who has almost all the physical traits to succeed at QB but has not refined them yet to play the position well in the NFL or learned other important traits such as reading defenses, when to concede a play, when to run, and so on.Actually, what we're talking about here is the development of raw QBs. Belichick has done it before. He also drafted Garoppolo who was playing in IAA against teams like Lindenwood. By definition these guys are raw because they haven't played against stiff competition.
What we know about Bill's MO, where he is at in his career, his age, etc. overwhelmingly points one way and it's not Bill picking Maye at #3.You have no basis for your final statement.
