Every practice squad player can be claimed by any team at any time.

If your argument were correct we would see practice squad players playing 17 games.
The practice squad is your 54-65 player. Some weeks you need one of them active.
No team has one of their 45 regular actives cut and out on the practice squad so any team can claim them.

It’s an expanded roster, of course it will be used.
That doesn’t mean teams are putting their top 45 on the practice squad to keep players they dint want to put on the field.
If you are right every team will have multiple elevations in weeks 1-3 if the same players who will get meaningful snaps with no injured inactives.

These are bottom of the roster veterans. last player in. Guys like Britt, Vildor, or one of our multiple RBs.

We literally just cut a bunch of them to keep a slew of developmental players.

Before rule changes Bill would keep a few developmental players. Now developmental backups fill the roster.

Let's see if a few of the development players sit for cut players.
