No to both, respectfully. Great career though, played at a HoF level just think he didn't do it long enough. But, if he makes it into Pats Hall I certainly won't be mad about it.

Yes to both.
He passes the 'don't have to think about it test'. "Is he a hall of famer?" "Yes."
If you have to think about it, he's probably not.

you are contradicting yourself
on the 1 hand you are saying Gilmore did not play well in Buff due to the players around him.
on the other hand, you are saying PFF was wrong to grade Gilmore as not playing well.

the stats are pretty clear. he did not play well in Buff at the end of his run there

IMO Gilmore was a great CB for the Bills and Patriots. I struggle with putting him in a HOF for some reason.

Gilmore was meh in Buffalo, but badass with the Patriots. He's easily in the Pats HOF. His play on the ball turning it over on downs in the 2017 AFCCG would be like the Butler INT had the Pats ended up winning the Super Bowl against Philly.
