'Special-needs' would make sense. His bet with Lancerman concerned the 2020 election. Not to get political but as to the particulars of the bet; 60+ failed lawsuits, a full term served and another election later it's safe to say the 'facts' are all as out as they will ever be. Farm boy made the bet, even repeatedly escalated it, but never had any intention of paying, the definition of a Welsher.
