Primary, but not sole responsibility. Keeping the clock running in that situation is very important too. So ending the runner’s advance by putting him immediately out of bounds and thus also immediately stopping the clock is not as good as turning him inside to keep the clock running IF AND ONLY IF he is stopped reasonably soon thereafter. And reasonably soon could be five yards, perhaps even more. So the quality of that tradeoff is hard to judge, and depends on the future performance of teammates not in your view at the time.Interesting. I would think the primary responsibility is to end the runner's advance. Keeping the runner in-bounds is great, but compromising your ability to stop him doesn't sound like a good tradeoff.
