Keep taxes outside of salary cap. Players happy , majority of other owners except cheapskates happy. Win win.Or just allow teams in taxed states, to have a salary cap with a percentage which is higher (adjusted per state) to compensate what players seek to lose due to taxes playing for teams in those states.
Now a bunch of owners probably say “hell no” to that. I think the players would love it, the NFLPA too. It would be complicated to implement, but something along those lines would get a little parity back across the league.

The problem with this is that taxes aren’t as simple as just your home state. Every year will be different depending on schedule. Not sure administratively if it’s possible to make it work where it’s equal team to team. NFL also has no control over the state that endorsements and investment gains would be taxed at. If you're using a loose definition of "bust" and not considering salaries or surplus value created that would explain why we have such differing views on this.
Your conclusion(s) are different than the more recent draft value charts (at least the one I'm looking at) which show average 3rd round picks are worth quite a lot. ~ 75% of an average second round pick which I think is quite differnt than "are not that valuable".

3 out of 4 picks are not valuable. 3 out of 4 are gone from team by year 4.
If you have an average NFL draft in the 3rd round once a year for the next 8 years you are likely to have 2 starters/heavy contributors by the end of that period.
Compare that to the average fans thoughts when you get a 3rd round pick? Or give up a third-round pick?
2 starters in 8 years has value. The other 6 picks over the 8 years have minimal to no value.
In 9 years of 3rd round picks there are 3 teams with zero starters playing for them that they drafted in the 3rd rd over those 9 years
What value did those 3 teams get in the 3rd round?
Would they have been better trading every year for a veteran that could give them starting minutes?
Again, I'm just talking about odds of success. Hitting on a third-round pick has great value. I'm just saying your odds of missing is way higher than your odds of hitting and you need to take that into account when making trades.
