Ok, having seen it, time and time again now, Cousins had nowhere else to go with the ball. If you look, we have the deep routes covered with safety help, we have a player leaking out too late on the top, and we have Cousins forced to throw when he did because of pressure.

It was either a badly designed play for the occasion, or some player blew a route.
