Truthfully, a ref could call 5 penalties on every corner kick with all the mauling, clutching, holding...
But none ever gets called in big games
For a sport meant to be played with the feet, the hand action allowed by the sport defies logic.
Shoves, jersey pulls, etc...all supposed to be illegal in Footie....yet too often ignored
In the name of increasing scoring, treat any illegal hand action with much more severity than now.
If it was up to me, red card for a jersey tug and watch how quickly players adjust.
Wrap up a player on a corner kick.....immediate red card....gone
Then there's the 10 yard rule on free kicks.
Extend it by a few yards and give the taker a fairer chance of clearing the wall and finding the net (One free kick goal at Euros)
Next, eliminate a player in the 1st 15 minute OT period.
10 v 10
Then eliminate a 2nd player in the 2nd OT period
9 v 9
It works in hockey, perhaps the most exciting 5 minutes of any hockey game that reaches OT.
Having any contest decided by penalty shots diminishes the sport.
The "play for the tie and take our chances with penalty kicks" mentality is not sport and should be squashed
(Ideally, make OT sudden death but we all know such a concept would trigger the Queen's subjects to no end)
Finally, the PK spot inside the box is too close
Make it less automatic
Back it up similar to extending the distance of the extra point in the NFL
