Some would simply wait until Brady and/or Hoyer retire and replace them after the fact, with no planning or preparation other than late draft choices.

I would add a quarterback each year who projects to be able to replace Hoyer in 2020, not as a long shot, but as a reasonable projection.
So, I would use one of our top 7 draft choices to draft a quarterback or trade for a quarterback. I would expect to carry this quarterback on the 53. Sure, Belichick COULD already think that he has this player in Etling, but that seems unlikely.
We would then have used ONE draft choice on a potential future quarterback on the patriots.

Next year, I would again used one of our top draft choices (Round 1-4) to draft or trade for a quarterback. This quarterback would be expected to compete with the 2019 rookie to replace Hoyer.
Going into 2021, we would have 2 young quarterbacks being trained up. When Brady retires, hopefully one of these quarterbacks would be able to start. Belichick could then assess whether to acquire another quarterback. Hopefully, Brady would be still be starting in 2021, being backed up by a 2019 QB and a 2020 QB. We would then be reasonably prepared for 2022.

BOTTOM LINE
Using one draft choice a year is not too much resources to use as insurance for two important positions (#1 and #2 quarterback).
This presumes that Belichick wants to remain competitive instead of the dump the season strategy some here have suggested, when Brady chooses to retire.
