Finishing strong means controlling the clock and keeping the ball out of the other team's hands, and the Bengals gave it back three times in the last four minutes or so.

That's your definition of it. I don't think the bengals played well offensively at all but they made the plays they needed to in order to win. That's finishing strong to me. Despite not playing their best, they finished strong *enough* to win.
