Other than it being "against the rules" I'm not sure why this is . . . anything. Can someone explain the advantage it would give the team ?

Yeah, pretty sure this has to come back to something BB did. Either he set this up before he left Cleveland as a standard practice continued to this day, or he was trying to help out Hoyer's team, or something. Anything. #BillBellichickBrownsGate!
