And simply put finding these guys and making things work with them in one of the key reasons he maintains succes. He taps the cheapest markets like this one or the UDFA market better than anyone in the league and its not even close and by filling roster spots with these guys and getting good preformances from them allows him to spend the money elsewhere or on more of these guys.
Low risk signings and he gets very high rewards from them.
This is the major reason why in the NFL the head coach being the GM is viable. It is very important to bring in players that you know will fit with the system. It is also probably a very difficult job.
