The key to the Miami push is the owner. He's not the type to sit back and wait. The Dolphins used to own Miami and south Florida. Not the case now. Games against northeastern and midwestern teams are hardly even home games anymore as so many tickets are available to non-Dolphin fans.
This is the perfect chance for an owner needy to make a big splash. Signing Manning would make the Dolphins the biggest NFL story for the rest of the off season and into the regular season. Tickets sales would spike. Fan interest would grow. The Dolphins would suddenly become relative again after being absent for over a decade.
So you have an owner who would pay the price. A team that's as good if not better than most of the other candidates. Playing in Miami is as close to playing in a dome as you can get. He already has a home there.
I'm not happy about it, but I can't see a better place for him to land. This kind of move would make the AFCE one of the 2 toughest divisions in the league.
Here is a senario that I thought about while driving and have not heard/seen anyone bring up.
Drew Brees is said to be "livid" about getting tagged. Things are not going well between him and the Saints regarding his contract.
So could it now be possible that the Saints take the tag off Brees and sign The Forehead? Brees will certainly find a home quickly, maybe the Fins will make up for past mistakes.
Manning gets to play in a dome, with a very good team and good receivers, and in his hometown.

Miami might be viewed the front runner for Peyton Manning, but I consistently point out it is not a done deal. Kansas City has the juice.

I've been told Peyton Manning is a small town guy, & isn't interested in circus style coverage. I also warned he misses NOTHING.

The specter of Bountygate looming over them makes this scenario a no for me.
What could be a bigger distraction to the bounty story and make the fans feel better when the shoe drops, then to have Peyton Manning as their new QB?
I know Brees is well thought of in NO, but the spector if Manning, son of Archie, will just make that fan base go into heaven.
Then there is the Denver possibility. As Brian Griese opined, Elway won 2 superbowls in his dotage. He and Manning talk the same language. He and Tebow don't.
Normally, I would tend to agree about your 'fanbase going into heaven' statement in regards to Manning.
In the Brees era, what will make their fanbase 'go into heaven' is the extension of Drew Brees.
If Brees was somehow ousted for a 1/2 broken down Manning at this point, I think the city would go absolutely nuts.
One of my best friends lives in New Orleans, and he is of the same opinion. We love Tom Brady here, but literally, there are tens (hundreds?) of thousands of people in New Orleans that believe that Drew Brees is the person most responsible for saving and revitalizing the city. He isn't just a favorite football player down there - he's legitimately a hero. And that's not a joke.

Remember when the Dolphins had first grabs to get Brees only to decide to sign up Culpepper ...that might have been the dumbest decision in NFL History.
I wonder if Miami is going to make the same mistake again this offseason and perhaps be late on getting Manning and signing someone like Flynn who I am not convinced is an NFL starting QB.
