They had Hoyer ahead of Zappe last year until his concussion. I think they feel a lot worse about Zappe now than they did when they released Hoyer in the offseason. There's already been a report that the Pats are looking for a vet QB, too.

I'm pretty sure that isn't accurate. He very likely turned away 7 teams who also expressed an interest in signing him to their practice squad. A few of them might also have inquired in advance about whether he would be happy if they claimed him. But if teams had actually put in claims for him, I don't think he would have had a say in the matter.

I believe it was practice squad offers, not waiver claims. If it was waiver claims, he would not be able to be signed to the PS.

That's not how waivers works.
Now, if he turned down 7 offers from other teams to rejoin the Patriots PS after waivers, then yes, that's a thing that is possible, although I'd like to see that source.
