Yes, he was last year.. plus they now have Cunningham as well. I think once they shake out the OL and IR-return moves Zappe will be elevated for week 1.
They had Hoyer ahead of Zappe last year until his concussion. I think they feel a lot worse about Zappe now than they did when they released Hoyer in the offseason. That’s my point. He’s the highest paid coach in the NFL so he doesn’t care what others think.I wouldn't give 2 s**ts what anyone says and I guarantee he doesn't.

Zappe is a JAG Every available QB is a JAG.I'm not saying they've given up on Zappe as no longer being an NFL level QB, but the writing is they don't trust him as sole backup right now.
Maybe eventually they elevate two QB's, after the dust settles.

I'm pretty sure that isn't accurate. He very likely turned away 7 teams who also expressed an interest in signing him to their practice squad. A few of them might also have inquired in advance about whether he would be happy if they claimed him.
