Anyone care to explain why the hit on Tannehill was "roughing the passer" (except that the referee is Hochuli and the Fins are at home)?

I was watching this game in the gym, the sound was off, i saw some ludicrous penalties being called and wondered if hoculi was the reff. I came on here to ask if anyone could tell me, and i got my answer. Yes it really is hoculi, the butcher his job at being a reff.
