The solution is usually quite simple. Sign an older All Pro for one or two years and draft a LT in R1 in 2024 or 2025.

A RT who was benched last year and couldn’t find anyone willing to pay him more than 1 year 4 mill with less than 1 mill guaranteed at age 27
A journey man DT who played 24% of the snaps last year who couldn’t get more than 1 year 2.1 mill 800k guaranteed at age 28
A backup RB who earned 65 carries on a terrible Washington team that phased him out

No those teams have always been cheap and with 1 exception in 1 season haven’t won anything.This has been a common strategy in the league for many years.
Teams like Cleveland/Jacksonville/Cincinnati had the most cap money at the beginning of their rebuilds.
The issue is draft mismanagement, and free agent choices made.
Having a lot of cap at this stage of a rebuild is a good idea.
