All we know is Shefter disclosed the dinner. BB may or may not have known about it. AFAIK all the rules say is the players need to wear tracking devices while in the facility. Once they leave, they need to follow community standards.

One is a part of meeting the requirements of the job with appropriate supervision/monitoring, another is an optional, recreational activity.

Because the team has protocols in place when players are doing team activities. Presumably, at dinner, they are not social distancing and certainly not wearing masks.
