So he is pretty much took the place of Ventrone? If so that looks like an upgrade to me. We did not see much of Ventrone on D. Correct?

Ventrone? McGowan leap-frogged Chung for the third safety spot. As far as the safety position goes he's a monster upgrade over Ventrone. As far as ST's, I dont know. Hard to keep an eye on the numbers with ST play.

McGowan has experience as a starter and is clearly the #3 safety for now and could start if Sanders or Meriweather is injured. McGowan was a great pickup.

As for special teams, both Chung and McGowan are expected to be solid special teamers.

I would add that we are all set at safety for a couple of years.
Meriweather and Sanders are signed through 2011.
Chung is signed through 2012.
McGowan is signed through 2010.
