First off, what is "touch" if we were to define it? I could be wrong but I'd say it has to do with the arc of the ball relative to it's placement: a line drive is more difficult to catch but if it has a nice arc the receiver can more easily pull it in, especially if it's thrown to a spot where the receiver can maintain his posture.
So, on one end we hear that Tebow can't throw but on the other we're essentially hearing that he throws too hard, more velocity on a given angle the less the arc the ball has, simple as that. I've seen plenty of Tebows throws where the "touch" is just fine, what I think might be happening is that Tebow can be inconsistent in his "touch" and those moments tend to stand out in our minds. I think those issues can be addressed through proper training/coaching.
As far as running, McNabb managed to go from a running/scrambling QB to mainly a pocket QB so I wouldn't write Tebow off concerning that.
Also, how cool would that be if Tebow managed to correct those issues and BB used that as ammo against the players: "Everyone said it would be impossible for Tebow to fix those problems and he did, how hard are you working to fix yours, which aren't nearly as difficult"?

That vid made me higher on him than I was before. Still wouldn't touch him in the first round though.Having watched Total Access last night and seeing his new throwing motion in action, as long as he keeps working at it I think he might just have a shot at being a QB in this league.
He was holding the ball much higher, and wasn't winding it up from below his waist. He seemed to showcase a very quick release as well.
I have to say that I've been a big critic from the start with him, but what I saw has caused me to re-evaluate his draft stock.

As someone who is likely in this category, I can say that yeah, a lot of it is natural as evidenced by the fact that I am still above average when flat-footed and not trying to be perfect... BUT someone did tell me once that my mechanics were damn good.Kyle Boller memorably put on a display of arm strength, throwing from his knees. For a less ridiculous example, consider baseball. There are a select group of outfielders who can throw a strike to the catcher from deep right field. I don't care who biometrically perfect your form is, you can make that throw or you can't, and it's nature, not nurture. My friend isn't a particularly great athlete, but he's got a better throwing arm than 75% of MLB outfielders. I'm lucky to get it to first base, and my arm hurts like hell afterwards.
He'll be a good QB in a couple years, assuming his QB Coach/Head Coach/OC have the patience to develop him. He may never be a Tommy Brady, but he could be a starter.

Arm Strength: Prototypical arm strength. Can make every NFL throw. Can zip short and intermediate passes and flashes touch and trajectory on deeper throws. Only occasionally asked to throw true deep balls in this offense, but has the arm strength to do so.
Arm is strong enough to make all the throws -
Arm Strength: Has enough arm strength to put the ball on a line fifty yards downfield in to the wind, as seen in Mobile. Can put his body in to a throw and get it on a rope in between the numbers. The sideline passes take a little too long to reach the receiver, but he has an average NFL arm.

He'll be a better H-Back than a running back. Sadly, he still thinks that he's going to be a quarterback in the league. Poor guy.
4.72 40 for Tebow. But most impressively - 6.66 3 cone at the Combine! The kid definitely has pro level agility!
To put this in perspective, Julian Edelman's 3-cone was a 6.62.

Tebow should go to Jacksonville. That's the perfect team for him. Let's trade Jax second rounder back to them so they can select Tebow and give us Groves in trade. I personally don't want anything to do with Tebow.
