Generally (but not always), this means that extra spots will be filled by 1) guys cut from active roster today, 2) waiver pickups today who will then be released for the practice squad, or 3) external guys cut that they just haven’t had a chance to get the player in to sign the contract for whatever reason. It usually means that there’s no one else that will be signed from their existing cuts.

I get a lot of Philly football to my feed, and FWIW fans considered Ramirez the star of their preseason and many were surprised that he didn’t make the roster. It’s a fair guess that he was offered a spot on their PS but saw the Pats as a better opportunity.

That’s very encouraging. Doubt we would’ve seen that if Vrabel’s immediate predecessor was still here. Of course it may just be that he sees weaker competition in front of him. But if Eagles fans thought he was good enough to make their roster I’d rather see him the roster here.
