Of course teams prioritize signings. The question before us is whether you can discern the priority from the order of signings. For me, Brady and Wilfork were the highest priority signings/extensions going into the offseason followed by Bodden and Mankins. The fact that the contracts for Wilfork and Brady weren't signed first does NOT make them lower priority targets than whoever was signed/extended before them.
Wilfork said he and his agent have not heard from the Patriots since the end of the season and the sides have not talked about an extension since the beginning of the season.

They were signing other players and not even talking with Wilfork. That's a priority list. It doesn't mean that they thought Kaczur was more important to the team. It means that, for their own reasons, they placed a higher priority on getting Kaczur signed during the season. The likely reason is that they felt they could franchise Wilfork and work on his deal then, while that wasn't going to happen with the likes of their Canadian tackle, but the reason is irrelevant to our discussion. They had priorities. They acted upon them.
