They're not permitted to use drones?
And if so, why aren't they?
A quick google didn't yield much. There's a lot of contradictory info out there that is out of date. I guess my thought is that we know Bill loves to take full advantage of all loopholes tools available, so perhaps there's a reason that they don't, and that's assuming that they don't. We don't know here, and I am not going to devote a lot of time looking into it. It may come down to FAA regs, as I know they are many. @Ian may know more on this subject.

Zappe seems to be playing solid with the Twos I don't think there's big drop off between him and Mac. Zappe showed last year that he can play if needed as did Purdy.
Right. I think they view him as a good backup without much falloff from Mac. But I don't think they view him as potential starter instead of Mac.

Gotta give Zappe credit with that percentage with the Two's. I wonder who's the Top playmakers among the two's??
I think Zappe hit Nixon and Taylor for about a total of 5-6 catches today.

EDIT:

"Bailey Zappe also had a solid day on Wednesday. The second-year quarterback completed 11-of-13 passes. He had one of the best throws in practice when he hit Tre Nixon for a 35-yard deep ball with Jack Jones in coverage. Zappe’s unit wasn’t as sharp in the red zone as he nearly hit Anthony Firkser for a touchdown but the tight end didn’t get his feet down in the back of the end zone. Zappe’s favorite target on Wednesday was J.J. Taylor (four catches)."

I don't understand. Someone believes that the Patriots don't have cameras permanently installed high up at their own training facility? Why would that be?

I don't know. You have to figure Bill has well photographed/videoed in every legal manner.

Been hearing Boutte's name a lot more than Tyquan's the Rookie means business. Seems like Douglas and Boutte are very comfortable with our Playbook.
I think today was a good day for Boutte. Let's see if he can take advantage of it.

I am betting on him succeeding going forward considering our misfires at the position.

I still think that any team with a clear cut starter and backup wouldn’t split reps like that. It would be more inline of 75% for the starter and 25% for the back up.

Here's 2017 - Brady and Garoppolo splitting reps evenly, alternating with the ones and the twos. Sure maybe Brady was on a pitch-count, but then why did he sacrifice reps with the ones?

I believe the team could if it wanted to. But outside of that, there are restrictions that won't allow drones on game days or on days of events. Otherwise I don't know the requirements beyond that, but here's a general overview by the FAA:

Remember though, he's also facing the two's on defense most of the time.
IF Mac's the clear #1 I am sure we'll see a lot more of Zapppe in the Preseason games a good gauge and work for him.

Oh boy why BB why didn't we Draft George Pickens instead wish we could do that over. One thing we have learned if a Patriots Second Round WR don't make the year Two jump it's Bust city that' a fact we took a Fragile Framed WR over a Big Muscular bodied one.
I am pretty sure the reason is that Pickens has all the WR personality traits that BB hates. Taunting, showboating, etc. And who knows what he is like in the locker room? Actually a lot of people know...I am not defending BB on this--many great WR are divas and jerks but BB has no tolerance for this.

Remember that BB is a defensive coach. WRs are the enemy. As a Navy submariner guy I know said about surface ships, they are targets.

Why would they use drones when all they have to do is install towers?
There are some angles overhead you can get with drones that would be unique. Again, aside from that, no idea.

Pats have size in the WR department Mac should be able to play fetch go get it like Jump ball Joe Flacco. Fades and Back Shoulder throws should be in our Playbook.
