But I don't believe you can play an NFL game with a 52 man roster.
It has to be against the rules.
Now that Ufomba Kamalu is gone, this may not matter anymoreIt's not, but it's heavily discouraged by restricting how many players you can have on your practice squad without a full 53 man roster. Might be the other way around though, not sure.

Summary of the rules here. Now that Ufomba Kamalu is gone, this may not matter anymore
I think I recall BB having a roster down by one player in the past but I'm not sure. It's just one less player to deactivate to get to 45. I still think (hope?) that BB is not done adding talent to the roster.
If player 53 is going to be inactive anyway, why sign player 53? It saves on cap space which is precious right now. Harry will be activated next week. If they promote a PS guy and then cut him, he’ll be subject to waivers which risks the team not being able to resign him to the PS. There really isn’t any upside here but there is potential downside. Not worth it (assuming player 53 would be inactive Sunday).
It has happened before but not in a few years. I can’t recall the specific case I’m thinking of though. Most years the Pats have a 3rd year PS guy which prevents it from happening. It all makes sense, but I can't recall this happening before.
And I can't believe the players association doesn't require a full roster each week.
I'm not concerned about it. Why bother adding another guy when you're going to have to deactivate him anyway? If they had 7-10 guys who were questionable and we didn't know if they could go on not that would be another story, but I'm sure he already has his 46 set to go this week in his head as well as a few last minute alternates.
