Seems my recollection was partially right.

He handled Kickoffs at Stanford and was the emergency kicker.

Bailey also handled kickoff duties for Stanford. He produced 118 touchbacks his last two seasons, as he averaged 45.4 and 44.1 yards per kick. He was additionally the Cardinal’s emergency field goal kicker.

This actually sheds some more light on the Richards signing as well. Chances are, whoever we bring in off the street isn't going to boom touchbacks at the same rate Gost did. We're going to need better kick coverage than we've been getting, and as much as people hate him, that is something he has experience doing well in the past.
