I’m thinking it was less about Peppers and more that they liked Gregory.

Of course Wolf will say they tried to sign him as a UDFA but it didn’t work out and now they have him.

No, it was about Peppers. He wasn’t the 53rd player on the roster that they needed to cut to get a UDFA, they wanted him off the team.
 
I feel like there are now too many DT’s and DE’s that can play DT. I like all these dudes but I prefer to get rid of 2 and get 1 better DT. Saves a spot on the 53 for another position such as OL. Quality over quantity. Fight me.

I think they're trying to find the best people to be development players, and don't care so much about the positions at the bottom of the roster. They can always bring up someone from the practice squad, if needed.

A few days ago it was WR. I like the idea of churning the bottom of the roster considering the lack of overall depth anyway.

This all works itself out.

Did confuse me a little also, but it is what it is. Neither was a big standout... They are probably ready to replace both if/when something better comes along.

No doubt. But lets talk probabilities. How many players on pats practice squad last year even played a single down?

Practice squad players have a much lower hit rate than draft picks Rounds 1-4

So yes it can happen but its relatively infrequent that these guys become regular contributors

Sure, lower probability in an endeavor that has a high failure rate anyway. Practice squad is for prospects who need more time to develop. For filing through prospects sitting out there who need jobs. Being good at managing your practice squad and finding players worth developing is a skill. A great many practice squad players contributed to dynasty wins. It’s an extension of the roster.

None seem to have upside of legitimate quality starter based on scouting reports

True! I am only trying to say just that. Can not expect 6-7 rounders or Undrafted free agents to be key cogs of the machine.
These late rounders and ps players are very unlikely to shine with a few exceptions (eg Chism)
