Because the ref said so - I'm not sure what the difference is either. I know there a rule where you can't run back a muff, but I'm not sure what constitutes a muff. Well, unless your not talking about football -

skins consistently make dumb penalties at critical times. i count this against gibbs more than anything as a sign the game passed him by somewhat.

as usual stupid penalty brings back great return at critical time

A muff is on a Punt. The Kicking Team can't advance a Kickoff.
