Hogan had a step and Brady still hit him. If Brady had thrown it a fraction of a second earlier it's a touchdown, as it was Brady just couldn't throw it quite far enough and Hogan had to slow down a fraction and that allowed the coverage to get close enough to bother him. It wasn't an awful decision.
