These guys re spotted the ball and were still about half a foot short of where it should've been lol at this point it's not incompetence it's purposeful
IMO - they would've ran a quick sneak but the extremely long "review" just to move the ball 6 inches gave the defense a breather and so the sneak was less likely to succeed, so they wanted to try to pick up a penalty if they could... but then they messed it up
